The recurring blackouts across various regions are not mere technical disturbances but a blatant violation of fundamental public rights. Electricity is a basic necessity guaranteed under Law No. 30/2009 on Electricity and the Consumer Protection Act (Law No. 8/1999), which obligates service providers to ensure a supply of energy that is continuous, reliable, and of good quality.
In reality, these outages have caused tangible harm:
Household losses such as spoiled food and damaged electronic appliances.
Economic disruption for small businesses and industries due to halted operations and loss of customers.
Social and security risks, including interruptions to health and emergency services.
PLN cannot repeatedly hide behind vague terms such as “technical disturbances” or “force majeure” without transparency and accountability. We affirm that public accountability must be enforced. If people’s losses are ignored, then legal action, including class action lawsuits, remains a legitimate avenue for citizens.
We demand:
1. Full disclosure of the official causes of each blackout, with transparent data rather than generic statements.
2. Concrete compensation for affected communities, in line with the Consumer Protection Act.
3. A comprehensive evaluation of the national electricity system to prevent recurrence of such systemic failures.
PAJAN reiterates that electricity is not merely a commodity, but a fundamental public right. Neglecting this right is equivalent to undermining social justice, a principle enshrined in our Constitution.
